For these impaired waters, the state must develop Total Maximum Daily Loads (TMDLs) which represent the maximum amount of a pollutant that can enter a water body so that the water body will meet and continue to meet state water quality standards. TMDLs include pollutant loadings from both point sources and non-point sources and also include a margin of safety. TMDLs serve as planning tools for developing specific controls needed to meet water quality standards.
